There was a slight breeze tonight. It blew the tails of what had to be one of the most trademark coats to ever be worn in Gotham this way and that each time it decided on switching directions. Along with the coat tails, strands of scraggly slightly fading green hair was caught about in that same breath of wind, not that the Joker actually cared what his hair did or why. It was green, greasy, and a total mess and he liked it that way, no point in trying to keep it all pretty and what have you, he had better things to do with his time.
Right now, it seemed that he was doing absolutely nothing as he stood on the bridge and looked down at the city, watching lights blinking back as if they where eyes, thousands of eyes blinking back at him as he stared on with the soulless, black rimmed eyes that belonged to him alone. It simply seemed that he was doing nothing worth mentioning, worth even thinking about, but that was just because people didn't know him, didn't understand him. At all. No matter how they tried they just didn't, in fact, they simply couldn't.
His gaze remained like something carved out of stone, frozen in the look that had found home on his painted face ever since he had taken up the spot he was now standing in, staring out at the city after dark. The painted scars that curved up his cheeks must have given the illusion that he was permanently smiling even though the clown stood without any real sort of expression on his face. But that wasn't the issue, no what a person would really wonder about was the why, why had he just spent the last three hours in the dark of night staring out into the city?
The why, that question always brought the darkest of smiles to his face because the answer would normally mess with a persons head and the Joker, he just loved doing that. Normally there was no reason to the question why, there was simply impulse and action. This time around though there was a reason, a fact that would probably surprise a few to know, yes there was a thought given behind this, some actual reason to what a man usually without reason was doing. Granted if most where to know the answer to the why behind this, they most likely wouldn't like it.
Joker was waiting, not for any sort of person per say, though he could never pass up a chance to dance with his favorite Batty. No the clown was waiting for an idea, for the next big event for Gotham to come to him, because he never truly planned things through, he was simply swept into an idea and took on from there. Everything was impulse after the initial idea found home in his mind, after that he would make it up as he went along, but first he needed the idea. And that was what he was doing here, staring down at the city that was as far as he was concerned his, waiting for that first idea to come about.

The night was dark and dreary. Mari had been chased by various police choppers after helping her fellow JSA member, Question defeat a corrupt police officer. Unfortunately this is Question we're talking about... He dropped the man face first from a top floor fire escape, Mari since then had been hopping building to building to escape these police assuming she was the cause of the man's death, when really she despises murder.
She hopped to the bridge and dug her claws into the side, much like a cheetah would to keep her balance climbing a tree, her observant dark eyes caught a glimpse of the clown prince of crime himself.
"Not him, not today...."
She had said to herself, hopping as silently as she could up to the bridge and perching onto one of the railings, changing back to her usual looking self instead of the clawed and feline eyed woman she is during the usage of her animal powers.
"What is he doing? He is just standing around. This can't be right." she said to herself, her quiet soft voice sounding different to most inhabitants of Gotham, her thick African accent making her sound quite different to anyone else around.

He hadn't blinked in what was probably ages, simply stood stock still and took in the sight before him. The only movement that had nothing to do with the cold night wind that blew was when he narrowed those distinctively dead eyes of his at the city, nostrils flaring for a fraction of a moment before he was completely still again. The Joker still hadn't come upon his idea and it was beginning to annoy him to no end, it was like a block in his mind, something that shouldn't happen, something he couldn't seem to fix.
And it bothered him greatly, in fact he knew he wouldn't be sleeping tonight, or any other time until he could get his mind into something. There was a comfort in chaos for him, an even greater one if he was the cause, what gave it that extra push into existence. Now though there felt a certain lacking to him and he didn't like it, this was causing him an even greater restlessness, each night he slipped into the shadows of the city and watched the people move about. Studying them. Hunting them. While the Batman was their 'watchful guardian' he was the exact opposite.
It was almost beautiful the way they balanced it out, without Batman, where would he be? What would he be? The corners of his lips pulled back, making it look like he was smiling at something thanks to the scars but in fact he was baring his yellowed teeth in a sort of grimace. The clown needed to shake the city out of the stupor it had fallen into, needed to coax the Batman back out of whatever little cave he had decided to play hide away in.
His hand twitched at the thought, having another dance with the Batman, having the chance to get right down into that man's skin, oh it was a lovely thought. To be the one that finally pushes the Batman over the edge of insanity, it was enough to bring a chilling sort of smile to the clowns face. But first he needed to get the Batman out, needed to bring the city to its knees, and then the almost chaotic train of thoughts where interrupted by the softest of sounds and the ace of knaves frowned slightly. Apparently he was no longer alone on the bridge, but who could it be intruding on him if it wasn't the Batman?
A slight tilt of his head yielded an answer and a particularly evil sort of smile found home on his painted face. A woman, well a plaything to be exact, maybe if he played with this little toy that had found its way to him, it'd be just the spur he needed for that idea the Joker was looking for. Perfect. The purple coat tails billowed behind him as he turned quickly to fully face the woman, the upper half of his body tilting forward as if leaning towards her to tell a secret while a gloved hand slipped into a pocket to let his fingers wrap around the handle of a blade, "Wellwellwell," A lick of his lips, "Now what have we here I wonder?" The smile on his face widened and he took a measured step towards the woman.

Mari's eyes widened as she noticed him, she hopped down from the perch and took a slight defensive stance. Hoping to at least not look as scared as she truly was.
"Mr. Joker, this is not the time to play pocket hockey..."
She made a slight joke towards him, hoping to come off looking tough and unflinching as she walked forwards. Armed herself with a machete strapped to her back on a scabbard, used mainly to scare criminals or cut through things, never used as an offensive weapon but she could wield it with ease even cutting a bullet in half before.
"....."
She was incredibly scared of the painted face before her, hoping to keep him from killing her with her cocky joke and strong stance, she stood tall and stared strongly. Mari's face now had changed from one of angelic and beautiful features to one of a scared innocence, knowing of the sickening things Joker has done in the past, her breathing ragged and heavy in fear.
